Possible cause 4 of 6:

A connection is refused by Hotspot or Wi-Fi access point
If a connection is refused by a Hotspot or Wi-Fi access point, you can't access the internet using Wi-Fi. Hotspots and Wi-Fi access points use different security settings. If you can't connect to a Hotspot or Wi-Fi access point, you may need to change the security settings.
