Possible cause 9 of 9:
You've turned off Caller-ID and Caller-Non ID is deactivated in your rate plan
If you've turned off Caller-ID without having activated Caller-Non ID in your rate plan, you can't make any calls.
What you need to do
Turn on Caller-ID or contact customer services on 1688 to activate Caller-Non ID.
